1. No, I don´t think so. But in the case of its existence humans will not discover it, because these beeings would have to be much more intelligent than we are. It means that they would do everything possible not to be found. Human race is the real danger for all formes of life.
2. If there is no extraterrestrial life in the Universe, it is useless to transmit a beacon. But it is also useless on condition the life exists, because these civilizations must have perfect technologies and know everything about us.
