Resolved, I think. Rebooted the machine and then a file did download and begin processing.

I'm seeing a similar problem. I installed BOINC and attached to three projects. None are downloading any work. This is Debian Linux running on an Alpha processor, which appears to be "Unknown" for some reason. Is that why nothing is being downloaded? Here are some sample messages:
