It says cpu is in use 100 percent so it is suspending all tasks. Not possible that the cpu is being used 100 percent as there is nothing else that is running on this desktop that I know of.
How to fix?

Correction it says CPU is busy. I am not sure what it would be busy doing other than the bionic program that I installed and uploaded tasks to. It has all tasks suspended now on this pc. I have 2 other laptops running tasks now as well.

On Windows 10, use Ctrl+Shift+Esc to open the Task Manager. You can then click on the CPU column heading to sort by CPU use to find the offending process. Here is a good starter guide...

I think under Computing preferences, When to suspend, the default value for "Suspend when non-BOINC CPU usage is above ---%" is only 25%. So on a low powered system, just watching a video in a web page, or even loading a content heavy web page, will result in BOINC suspending work. And a web page with a script (or several) will definitely stop Seti from crunching with the default settings.
And as Mr Kevy posted, it's worth looking in Task Manager to see what it is that's making using your CPU.
