I don't know how much of a speed control but I'm sure it has one
gears or a worm gears I would think both.

I think that red cap has led us all to think about inlet valves for gasses or fluids!

You say nay to gas or fluid or electrical operations... so...

Does the red cap protect something sensitive?

Is it a manual (kinetic) thing only?
