If yes, how big is the group?
If the group is large, could the word horde be a suitable adjective if the group is very large?
If yes, then describe those people?
If your answer says they are all black skinned then is it not correct to say?
"A Horde of Blacks is invading your Community"
The word that is probably racist is not horde but invading, because that implies you believe they are not coming peacefully and therefore you think they are acting racially against your community. But if they are coming peacefully then it implies you are racist.

The full quote is probably racist, based on the word "invading" but that would depend on what actually is happening or what someone believes is happening.

But the initial post of "a horde of _______" is not, it is just a size description of the group whether is be people or other life forms.

You could have "a horde of blacks moving through Fulham"
Now are they invading or is it because there is an national football team from Africa playing at Stamford Bridge.
