Is it a single item or a stack of items on a holder?

John was onto something there with his bellows pump idea.

It is in two sections. ~The three legged base, and the top portion, which is the "moving" part, because it requires user action.

John must have it then, it's an air puffer for blowing dust out of something?

Nope.

It looks very similar to something on my wireless weather station mast!

Yes, I know what you're talking about, but it's not that. I use it in my kitchen.

I can see the idea of honey... but no.

Also not a butter pat maker, nor a nutmeg grinder.

The top portion is about the length of your elbow to your wrist.

I'll take a another picture, this time of it's innards, when I get home.

The inner workings of a joke bin? Same principle as a jack-in-the-box except once a certain mass is reached, the rubbish is launched? :)

No, but that reminds me of this: Laff Box

Ok, back on track. This might help - Take a close look at the base of the mystery tool with the top off:

Starting to look like a dispenser of some sort.

It is a dispenser of a sort, yes.

I think I've seen those in kitchens, but I don't know what they're for.

Whipped cream?

Whipped cream is a good guess, but that's not it.

Take a close look at the base.

Take a close look at the base.

The center hole appears to be threaded, perhaps to accept a nozzle, or allow a threaded bottle to be installed.

It's actually not threaded.

Take a look at the surface of the inner ring.

Icing sugar duster?

You are coming up with some very creative ideas, but nope.

The pointy thing on the base is one of the keys to the operational efficacy of this tool.

Very clever thought, but no.

Whatever it does, you eat the result.
