For forming lots of identical little lumps of something. Like charcoal?

You got it Bill! It's a charcoal briquette machine. Here is the end results.

I thought this one would take longer. Great guessing.
When I was growing up my dad made something like this.

His product was Insta Light. It was a regional charcoal and Kingsford started to make Match Light after my dad's patent ran out.
PM sent.

Perhaps used at a beauty salon or a jewelry boutique?

Chris is sort of headed in the right direction. Holes, some things, yes. Punches, no.

The mind boggles at what use it would be in a beauty salon. I can't rule it out completely, but it is clearly not its intended function.

Used on paper?

No.

Time for a hint. Used on sheet metal, usually.

By hand with a hammer, or the tool inserted into a machine?

Neither.

Does it have any thing to do with rivets?

Celt Tooth is on to it! Almost good enough for a win, but not quite.

Were you ever a tin basher Celt?

Maybe something to do with holding brass eyelets? At a loss here...

Not brass eyelets.

Time to review the clues. About holes. Sheet metal. Rivets.

Come on, there must be one tin basher out there. Or an A&P. Or a Fitter, Structural.

Celt Tooth for the win! I suspected he knew the purpose from his earlier posts. It is known as a hole finder. It allows you to place a patch over existing structure, and find the holes in the underlying structure to pilot-drill the patch. The little pin goes in the existing holes from the bottom, the big disk on the other arm is a drill bush that is very accurately aligned with the little pin and lets you drill the patch from the top in alignemnt with the existing holes. Pop in an oversize rivet and away you go. The serious tin basher will have a collection of these, in various lengths and hole diameters.

Chris, what you described is a Clico. For a future contest, maybe.

At RCAF bases where I served many 'riggers' were
friends of mine....
I'll just take a bit to get another pix up.
Thank you for the win!
(I hope you didn't lose power over the holidays....)
