1. Likely missing DLL

2. Computers are hidden

3. There were problems with certain DLL's last year not included from Lunatics
in the distributed app_info.xml created by the installers.
They didn't get fixed before the installers were withdrawn for 4.0
Claggy or Mr Segur have the pertinent data but need to unhide computers
and post your app_info.xml and a directory of your ProgramData\BOINC\projects\
setiathome.berkeley.edu

The problem lies in the DLL's app_info.xml didn't have included so BOINC upon startup deletes those DLL's if they are present in the project.

Some of the above is surmise on my part Joe Claggy or Richard have the specifics

The ..000135 error is usually a missing DLL, and most probably libfftw3f-3.dll which is needed by that Astropulse application. Running the Lunatics installer again will fix that, or you could do it manually by copying the one saved in
<BOINC Data Directory>\projects\setiathome.berkeley.edu\oldApp_backup
up to
<BOINC Data Directory>\projects\setiathome.berkeley.edu
