There are at least three Trader Vic's An Irish Pub called "The Irish Village" (Google it)Dubai, The Irish Village. More English bars than I know of. Bahrain, Oman and the UAE... Had you read the thread "United Arab Emirates" and the team recruitment thread "UAE Residents" you would know that of the seven Emirates only one has an alcohol ban, Sharjah, but Hotel guests are allowed to drink in their rooms.
