I have installed BOINC and SETI. It is started at start-up of the computer. When I start another XP user I get the message BOINC GUI error: Failed to cleanup Windows Sockets Interface. Despite this message BOINC and SETI seems to work properly.
What could be wrong?

You must install it as a service if you want it to run with different users like that.

I have the same problem since upgrading to boinc 4.09. After booting up and logging on (even as admin), boinc shows up in tray and then disappears. If I then try to run it manually, I get the pop-up error about failing to cleanup Windows Sockets and then see the gui and the icon in the tray. However, the times on the messages show it's been running since start up - and there are no errors in the messages themselves. So, boinc seems to have been running just fine in the background.

I am running XP sp1 in a multi-user environment and not running boinc as a service.
