A work unit will finish and upload. Sometimes within seconds Boinc then decides to download more work and of course report the completed work unit, then validate error occurs. I have increased the connect interval from 60 seconds to 120 seconds but like I said, the CI seems to be a dead variable in this case and has no effect.
