The CPDN server appeared to be unavailable for a wee while yesterday. I could not even view the web page at one point.

Maybe it was just bad timing?

(Be careful when I say "Yesterday" as I am 16 hours ahead of US EDT.)

I have 4.05 running S@H and CP with no problems on XP Home SP2. Both projects share time just like they should according to my Preferences.

Could be XP sp2 causing the problem, I have seen a couple of post from people that unistalled xp sp2 and BOINC is working ok, but I have also seen post from people that did not unistall and BOINC is working ok for them.

What are your preference setting on the website?
What ver of BOINC do you have?
check this post

these are my preferences

Do work while computer is running on batteries? (matters only for portable computers) no
Do work while computer is in use? yes
Do work only between the hours of (no restriction)
Leave applications in memory while preempted? (suspended applications will consume swap space if 'yes') yes
Confirm before connecting to Internet?(matters only if you use a modem) no
Disconnect when done? (matters only if you use a modem) no
Connect to network about every 3 days
On multiprocessors, use at most 1 processors
Write to disk at most every 1200 seconds
Limits on disk space and memory used by BOINC:
Use no more than 8 GB
Leave at least .1 GB
Use no more than 75% of total space
Use no more than 75% of total virtual memory
Limits on network bandwidth used by BOINC:
Maximum download rate: no limit
Maximum upload rate: no limit

When Asking for help, please post the following;
Type of PC
How much memory
Type of Operating System
Type of connection to Internet
Projects You are Running
Version of BOINC

Ian, like others have mentioned. I, as well, was having no problems with BOINC under XP SP1, but began having problems with it after installing SP2 (along with problems on MANY other pieces of software). After spending nearly an entire day (wasting is more like it) trying to chase down fixes for SP2, I had to uninstall it and thankfully BOINC and everything else began running fine again.
