There is no true way, but you can get close. Seti SETI to like 100000 and set the backup project to 1, this give 99.99% of the time to SETI, and when SETI runs out, it will download the other project. Every once it a while it may still grab the other project, just because of debt.

I'm not sure what you are asking, as boinc is set up to run the different projects and rotate between them at an interval that you decide. The default is to give each project an equal amount of time and switch between them every 60 minutes. If you happen to have a dual or multithreaded processor you can crunch two wu's at a time but you can also set this in your preferences. You can tell it to only use one processor (thread in a hyperthreaded processor). If you want to simply not run any other project while seti has work for you, highlight the project you don't want to run in your "projects" tab in boinc and tell it "no new work". You will still crunch any wu's you already have but when those are finished it simply won't get new ones until you tell it to.
If this is not what you meant by your question, let us know exactly what you were asking and we will try to give you the "right" answer.

Just in case this part isn't clear from the description on your Preferences page, each project can be assigned a "resource share". This figures represents the 'weight' assigned to the project: each host allocates its time among the projects to which it's attached according to the proportional sizes of the resource share. With S@h given a share of 10000 while, say, three other projects are running at their default 100, S@h will crunch 10000/10300 ~= 97% of the time and the others 100/10300 ~= 1% each.
