They keepsaying it is up but I can't get a server to respond

They're up, but they're overloaded. It will take a while before all those PCs clamouring to upload their work can be dealt with.

It would help if BOINC servers could say "go away for 20 hours" instead of leaving it for the client to guess how long they must wait.

An increasing random backup is better than telling it to wait 20 hours; the laod is spread much more evenly. Otherwise every one will start to try again in 20 hours making exactly the same traffic jam as before.
