In all probability, some form of complex life exists on other planets. And it's likely that among the various life forms that exist, there are some that are intelligent. (Whether those life forms would consider us intelligent is still open for debate.) I have my doubts as to whether or not we can actually receive radio transmissions from the stars... unless they were intentionally beamed at us. It's more likely that any "accidental" radio transmissions we might pick up would come from interstellar radio traffic from spacefaring races.
