Personal background
I have just upgraded my RAM, so my stat's will improve in time.

Life exists within the Cosmos; we know that. The question remains if it is intellegent. I believe it does, but it's way out of our range. We will not see it, only possibly hear it.
My caution in confirming this intellegence, is the destruction of man's will to discover things beyond his realm. Discovery and conquer is the stuff we're made of.
No beacon is needed. We transmit enough signals to make our presence known. Besides, where do you aim the beacon? Will the "short" time the beacon will be online make a difference? Remember the space/time issue. A beacon is much less than a drop in the bucket, as we are.
