Setting SETI-1, BOINC priorities

Ideally I would prefer BOINC to run if it has data, if not, then revert back to SETI-1 proggies.

Is this possible in Win and linux? Seems like if I have both BOINC and SAH-1 clients running with data, whichever one grabs the CPU first continues, the other waits because it needs idle time to jump in. Ideas?

Or simply patience, allowing the OS to sort it out and switch programs when one goes down for data transfer?

S@H1 runs at a higher priority than the BOINC projects, and should always take precedence. This is rather unfortunate, in that it does exactly the opposite of what you wanted. You could join another BOINC project like http://predictor.scripps.edu/ to give your computer something to do when S@H is out of WU.
