Not for chains and yes it is associated with an form of transportation. Not sure the form is old.

sure looks like it could be used as a load binder.
Like the kind of thing you would use to tighten a chain on a load of logs on a truck and/or trailer.

OR-

could it be used as a cinch tightener for an elephant pack frame?
(for hauling really big sacks of potatoes into the jungle)
--great grandad used to tell tales of the potato wars ....

Not a binder nor a potato/elephant cinch. While not intended in could be used to mash a big sack of potatoes, but I don't think your grandad would have used it that way.

I seen something like that Johnny years ago but it had a long handle on where that nob is on there.
At first I thought it had a hole for one but a closer look I can see NOT.

Lifting? Well Admiral, yes but not completely off the ground.
Griping, yes it does that but not to potatoes.
Sledge hammer to be used next? Likely but not always the case.
A long wooden handle would have to be put in place prior to use. You need the leverage.
