Oh when I saw that I just had to get one.
But I have no idea what it's called.

You might want to watch this video. To boldly cut

Me and my big fingers. Thank you Admiral. Our next tool is something that an Admiral might have seen, but certainly never used. What is this mystery tool.

Having used one many times, I will recuse myself.

Interesting use. Not what it's made to do. Try flash bang grenades. There a real attention grabber.

Anything to do with water or Heads on a ship?

Water is the cause of something this is used for. Heads on a ship? I have never used it that way. I guess there is a possible use but unless one of the people who knows what it is suggests differently I am going to say no. I suspect this might damage a head.

Paint, yes. Just make sure it dry first.

Something to used to unconstipate someone. I hope not!

Air powered swizzle stick. No.

It is a powered paint or barnacle stripper?

We have a winner! It's called a needle scaler and used to chip paint, rust and I guess barnacles from metal surfaces. I would not use it on a a head because the needle hit with significant force and would probably chip the porcelain right off.
