No, it is not used to smoke hams. Those are hung on hooks in a smoke house for weeks. This is used for a few seconds at a time.

The cross-bar with hook at the top of the photo wedges the hook from slipping while lifting the lid on dutch oven, while the hook at the bottom of the photo is for hanging the tool on the wall or somewhere else.

Close enough. It is not to keep the hook from slipping, but to dump the coals off the top of the lid so the lid can be placed back on for either more coals, or to cool down, or to cover to dutch oven so that it can be lifted from the coals without getting any ash in the food. The hook alone can be used to lift the lid, or the dutch oven by its bail.

It would not typically be used for hanging the dutch oven as they typically have feet and are placed directly on the coals (carefully counted to get the correct temperature). More coals are placed on the lid (again carefully counted to get the correct temperature).
