I believe it is a barcode, but I am not sure. However, it is not important as to where or why this obvious tool was used.

Well, let me restate my last statement better. Yes, it was probably used initially on a living being, but this tool's modified purpose was not to be used on a living being...clear as mud?

It's the toothbrush used to repair a bolt outside the space station!

Bingo! Dead On! Yup, that's it...seems if they didn't clean off the metal filings and debris there was no way of using an electric wrench on the bolt. That little piece of imagination saved the lives of the crew when the solar panel assemblies went down a while back.
