Let me try to *light* your lanterns.
Try to figure out what the notched wheel is for.
See how the notches have to deal with a spring in order for te part to rotate ?
What would initiate the rotation ?

Correct !

This tool, called éprouvette, measures the potency of a black powder mix/preparation/batch.
A charge is placed in the barrel shaped end and lit by placing it over a flame. The black powder explodes and its strength can be determined by counting how many notches the cap was flinged over the spring.
Éprouvette is a generic french word for tester so the best translation I can come up with is ' Gun powder tester '. Google images agrees.
