Slots really aren't about cores or gpus but each unit that's being processed. A suspended/paused task still takes a slot. As to why it's starting, suspending, starting another, unknown. We are in a shorty storm but all of mine have two week deadlines. Maybe it thinks your system is overbooked suddenly for some reason.
