I am running Seti, Rosetta and World Community Grid on a quad core system and for some reason only one project runs on all 4 cores. My system used to run one of each project on each core concurrently and I'm not sure what changed. I have to manually suspend 2 of the 3 projects now to share my CPUs time. Any idea what may be causing this? Any help would be appreciated.

Not a problem, more a feature.
BOINC works on with a long time constant when working out which tasks from which projects to run. It will probably run a big block of work from one project for a few days, then a few from another and so on. Sometimes it will run work from several projects at once, and at other times only one, but, over time it will average out so that all projects do "equal" work.

Is it possible to disable this feature? I'd rather see my dual core computer working on two tasks, one from each of the projects I have joined.

Not possible using a single instance of BOINC as its how BOINC is designed to work. Some have said running two instances of BOINC, each with different settings, and each set to use 50% of the cores will do what you want, but I've found doing so to be somewhat unstable in the past.

On my BOINC preferences page I see that it's suppose to switch applications every 60 minutes. Why doesn't it?

This setting doesn't tell Boinc to switch project. It only tell it to check at least every 60 minutes if there is another project that has a higher priority. It only switches if an other project is owed CPU/GPU time as determined by your resource share and the amount of time each project has run.
