Why do I receive a message "SETI@home - 2004-07-01 09:30:26 - Message from server: Not sending work - last RPC too recent: 86 sec" when BOINC attempts to download new data?

S@H has a minimum retry time for connecting to the servers of 10 minutes. Trying to update before this time has expired will generate this message, and reset the counter.
