And a note from the administrator?

I have been doing Seti for 11 years and never had this much trouble.

Windows 7 Home Premium, been running Seti and Milky Way for about a year with no problem, then last week I had a crash. So I updated to boinc 7.0.25 windows 64 bit, installed it and now it tells me I don't have permission to run the manager and I did not give the right password.

What password? and I open and run it as the administrator.

I need detailed instructions on how to get this thing working.
