When I start using my comp I have the settings to suspend when in use. Even after I manually suspend cpu and gpu they continue to run. I have uninstalled and reinstalled with no success. What can I do other than use task manager to kill it.

Make sure BOINCTRAY.EXE is running. BOINCTRAY.EXE is the applet that checks for keyboard and mouse input so that it can properly suspend all BOINC apps.

Also make sure that Advanced View -> Activity -> Run Based On Preferences is selected.
