How do I stop the graphics for the projects to stop rocking back and forth all the time?

Edit your SETI@home preferences and set "Graphics preferences" to "Custom".

Save and edit again. Now set all "period" and "time" parameters to 0 and save again.

Don't forget to update your client with the new setting.
