How much of the inosphere will this system change conditons wx wise.

I don't think you meant HARP but HAARP.

As to weather changes, weather happens in the troposphere miles lower than the ionosphere.

I believe he is talking about the system that was proposed by Nicola Tesla. Though Telsa said he could use IIRC magnesium plasma to shoot down ballistic missiles. the current program uses microwave/radio waves to knock down ICBM's. This is technically a death ray. Kinda scifi of our gov't isnt it

I believe the reason is to find a way to UN screw up communications.

Most likely to make GPS more accurate in Alaska and northern Canada where there aren't a lot of alternatives for air navigation.

no but charging the ionosphere would make GPS useless. Charged particles would interfere with communications. This is the same idea behind HARP being used against incoming missiles. HARP would interfere with electronics onboard(guidance systems) and cause missiles to break up.

The frequency used by GPS is such that it passes through the ionosphere with no effect. So h.a.a.r.p would have no effect, if so all tranmissions from our satellites and outer space probes would be disrupted.

I very much doubt that they can generate enough electromagnetic energy to stimulate enough of a piezoelectric effect in rock anywhere to then trigger an earthquake... Any possible effect is vastly too small. The moon will have a far far greater effect for example... In any case, there will be enough rock and earth surrounding the fault area to absorb any radio frequency energy long before penetrating anywhere near!


All yet another "conspiracy"?

It's this person and his TV show that leads me to believe in conspiracy.

He has a show on truTV. His name is Jesse Ventura. He's a former navy seal and tried to enter the base in Alaska. Look to catch the show and topic on truTV.
