LOL.....That means you mean 'real life' conditions.....eh?
BTW....it is a 'kobayahsi maru' scenario...........you cannot win unless you change the parameters.......LOL.

Meaning security is already focused on the drunk raising caine in the coat room....and Spock has passed out in the parking lot......but you could not have known that.....there was no way to win......

Oy!, that's two questions ;D

part one:
(16/52)*$3 payoff = $0.923 therefore house advantage on $1 bet is : $1 - $0.923 = $0.077 ... (7.7% house advantage)

part two:
16 tens out of however many cards remaining must equal one third to be a fair bet: 16*3 = 48, therefore four non-ten cards must be removed from the 52 card deck to be fair.
