I've been trying to expand the time for you to use on my machines but it doesn't seem to change. I'm using the latest version 5.8.16 but that doesn't seem to matter. Right now it seems to start 0200 EST and stop 0800 EST. I have set it to 2200 to 1000 and want to give 24 hour access on a few other machines. Yes I have tried going back and forth from 0200. In other words starting at 2200 or 0500 because I am unsure what time zone the servers are on or if I have to time around another time-zone.

In lieu of this, I was thinking of setting the Windows task manager to control the proogram...

I'm not sure what it is you're trying to ask here. Are you setting the preferences online, or locally through the Simple View Preferences? Are you accidentally limiting network usage and not processor usage?

The time zone should be local to your computer and not based on GMT or any other time.

Please give more info on what you're trying to accomplish, and please be more specific as to what and how you're doing it.

If I go into the BOINC Manager, click the "Your preferences" button under "Web sites", it bring me to "Your Account" on what appears to be "Seti Home". Gooing down to the "Preferences" section, I check the "view and edit" next to "general preferences". The times HAVE been changed to 2000 thru 0800 hours, all others are at the default basically allowing 24/7 access, no verifications. But the program does not run between those hours, it starts at 0200 (which I gather is the default start start time). And yes, BOINC is the screen saver. Why can't I change the hours and it work?

After you make changes to your preferences online, the BOINC client must be updated too. You can either wait until it contacts the servers on it's own, or you can click on the Projects tab, then select SETI@Home, then click the Update button (this will force it to contact the servers).

After that, you should see a message in your Messages tab stating that it's using new preferences.

Are you using separate preferences for other computer? If so, you'll also want to make sure that the computer in question is assigned the appropriate preference designation.
