When you install BOINC, it offers the option to allow it to accept remote control from another system running BOINC (via menu option "File" -> "Select Computer").

If you choose not to allow this ability, BOINC will give the message you inquired about (the "loopback" address is the system itself, i.e. IP address 127.0.0.1 is always the computer you are operating).
