No processing when "idle", but define "idle"!

When we set BOINC via its web preferences to perform no processing when the computer is "in use" or "not idle", can someone give me a definition of what this means? Does it fit the same definition of idleness that would trigger a screensaver? Does it apply to the command line/ background service version of BOINC?
