Run a personal firewall which starts up at startup.

Thats a failure to open or write boincs error message files in the main boinc folder, does your login have permissions to do this?

Something is stopping it writing on your system thats for sure, it doubtful if your firewall has anything to do with this unless it has some kind of file write blocker. Boinc only uses port 80 for comms.
