I can't connect to BOINC on localhost. I try to connect to localhost and get connection failed. I can't connect to my own computer.

Maybe your firewall prevents the manager from connecting to a 127.0.0.1 address (localhost)?

finally came back. Boinc programs weren't running. Just the manager stayed up.

After this outage my computer has a long term debt of -1.#IND00 for the two project I am running. The short term debt is zero for both projects.
I am using 4.43.

Is this normal? If not how can I reset the long term debt?

I was out of seti work and it wouldn't download any new ones. So I decided to edit the long term debt from -1.#IND00 to 0.000000 for both of the projects.

I stopped Boinc and editted the long term debt to 0 for both projects.
Now it is trying to download Seti work units.

That is a representation of "Not a Number", one cause is divide by zero. So, you did right ... you could have reset the project too ... John put in a fix for that and I am not sure which version should have it ...

No, it is not normal. The bug has been fixed in 4.44. You can either stop BOINC and edit the client_state.xml file and 0 all of the LT debts, or you can reset the projects. The problem is a division by 0 if there is no work at all on the system.
