I've got the same problem.

In stdoutgui.txt I get:
Windows Socket Error '10061'
over and over and over.

In sdtoutdae.txt I get:

To pause/resume tasks hit CTRL-C, to exit hit CTRL-BREAK

In stderrdae.txt I get:

gstate.init() failed: -180

I turned off my machine firewall (to see if that was the problem) but
it doesn't make any difference.

I've stopped and restarted Boinc, no joy.
It was working fine last night right after the install.
I am required by my office to shutdown my computer when I leave. I didn't
explicitly close Boinc before shutting down and it was set to run always.
The old seti didn't need to be shutdown explicitly so I didn't think to do
that. Also in the lower right corner of the manager window it says
disconnected. Why would it be disconnected, I've got a perm. network
conn?
