I just downloaded BOINC, and it's asking for a project URL and account ID. What would that be for SETI@home? I can't find it anywhere on the site.

You get that by mail after you subscribe to SETI:
http://setiweb.ssl.berkeley.edu/create_account_form.php

For more information look here:

For questions about Boinc look in the BOINC-Wiki

If you created an account, then Seti emailed you a confirmation. In that confirmation (near the bottom) You'll find both of them. This same process will happen for each project you decide to use (Einstein, protein predictor@home, LHC@home, etc.

To be able to get onto this message board and post you had to have logged in using your account key. So, you have to have seen your email and your account key.

If you used a hotmail or yahoo email address then you may need to look in the junk folders if you cannot find the email

Or have the server mail it to you again. The login page has a "click here" link in case you lost the key.
