Yes, but I think we are the only so called cognate form in the universe, may be wrong, but that is my opinion with what data we have...numerical probabilities may say there is other cognate life forms...but I wonder...mostly lower vegetative, might be some simple multi-cell organisms.
Sure, why not, maybe we should have two super EM beacons at each pole of the moon sending out a continuous EMF beacon in a circular polarization pattern...but note we have been sending out these energy waves since the advent of TV and UHF/FM/VHF/SSB radio transmission modulation patterns.
To see if I am wrong about questions 1 & 2 above.
