1)??? Most likely, Locally I doubt it. But locally really is just a point of view. relative you might say.
2) Should we transmit a beacon? Why not? By the time they find us we will be somewhere else.
3) I run Seti@home to prove there is no intelligent life locally. We have already checked earth and didn't find any. (any at all)
