I think that if we are the only in the Universe, it would be a big waste of space.
Joking aparts, if life on the Earth develops in the deep of oceans, on the tops of mountains, and it seems it has develop on Mars too... well... I think there're concrete possibilities it has develop in other places too...
About finding radio signals... well... I'm a bit more pessimistic about that... I don't think it would be pratical/usefull to send signals from a planet, so powerfull to be listened from other system light-years away, without the possibility to get an answer in a reasonable amount of time... anyways... let's try : )
