In fact, yes. The option "connect to the network every "X" days" really set the size of the cache and means "Fill my buffer with enough WUs that there is no need to download new work until next "x" days".

If BOINC need to up-/download or to report before this delay is over, it will do it. I hope that there will be a optimizing in the future, but it is very difficulty to synchronize all needs involved in the work scheduling process without creating new problems.
