Yes.
By the other engineers in a very small office that covered nearly all engineering disciplines.
The Office Manager only got a vote if there was a tie, didn't happen in my case.

But as a warranted officer of the state in the state's transport division before retirement.

Though I preferred to be in charge of running the buses in and out of events at Olympic Park down in Sydney which I was also voted into.
