Most of the water from thunder storms and heavy rain usually runs off quickly into the nearest river and out to sea. Frequently made worse because it is after a hot dry spell and the ground is baked hard.
Very little is collected, and if you might think it can be contained behind river dams, it isn't because they have to open the flood gates to prevent damage and collapse.

They don't make the pipes from the roof down inside the building to outside water tight because, they don't even connect them.

Seriously there are some casinos that are on a basement floor.

I just hope the homeless that live in the flood control channels didn't get swept away.

You're right it's political. But on an international scale. There is only so much water the U.S. can extract from the Great Lakes without getting agreement from Canada.

I'm sure you don't want another 1812 and those pesky Northern neighbours coming down and burning the White House. Again.
