Most of the water from thunder storms and heavy rain usually runs off quickly into the nearest river and out to sea. Frequently made worse because it is after a hot dry spell and the ground is baked hard.
Very little is collected, and if you might think it can be contained behind river dams, it isn't because they have to open the flood gates to prevent damage and collapse.
