Yes, the Peripheral Canal is just 1 case of the repercussions of such projects.

The Peripheral Canal was a series of proposals starting in the 1940s to divert water from California's Sacramento River, around the periphery of the San Joaquin-Sacramento River Delta, to uses farther south. The canal would have attempted to resolve a problem with the quality of water pumped south. Pumps create such a powerful suction that the boundary between freshwater to saltwater has shifted inland, negatively affecting the environment. The pumps have increased by 5 to 7 million acre-feet (6.2 to 8.6 km3) the amount of water exported each year to the Central Valley and Southern California. However, the peripheral canal as proposed would have reduced the overall freshwater flow into the Delta and move the freshwater-saltwater interface further inland, causing damage to Delta agriculture and ecosystems.

You can understand why the farmers and fish would be very unhappy.

Our equivalent is the Snowy River. Its sources was dammed, run through several hydro power stations before most of flow being redirected inland. It killed a once mighty big river and damaged the environment something bad. These days the Snowy Mountains don't receive the amount of moisture on them that they used to do.

I live on a nice hill with Lots of Streams and a Major Stream(River) nearby. The Water Flows like a mO Fo DOWN DOWN DOWN da Hill.

If It gets in My House it will Flood Basement if Power is cut and Sump Pump stops. Gravity drain in floor will remove water. During some Rains a working sump pump and gravity drain is not Enough.

However, All I have to do is Open Basement Door and Water Flows Out of House and DOWN da Nice Hill. Yeah da Basement has a Back Door a little bit below ground by a little step up. So Gravity drain is nice to have when Rain is Too Much for Drain system/Sump/Pump.

Over 26 years of living in this house, Most Rains and their Rainwater Does not show in the Sump Well and No Pumping happens.

From start of Front Yard to End of Back Yard has to be a Steady Continuous DROP of About 10 feet over 200 feet. I never measured or Gauged it. Guessing. Eyeballing looks like 5 degrees or a little more.

Point is. Livin' in a Bowl Sucks during a Massive Rain Event. Living on a NIce Sloping Ground is Much Better. If there is a Drainage System/Pump/Gravity Drain/Back Door.

Not a bowl. A flood plain. One about 1/4 mile wide. The small stream isn't so small when you realize it carved out that 1/4 mile wide flood plain. But it is the best soil.

Near where I live there is a section of flood plain. So what one may ask, they are all over the place and with three rivers nearby I'm glad I live on a hill above the town and not in the town itself.

Developers decided one of the flood plains would make a great place to dump over 100 new houses but didn't do the (required) banks and surface raising to correct heights. They'd just started to build the first few houses when the river flooded submerging the majority of the construction site under a few feet of muddy water. At this point the various agencies took notice and looked at the signed off plans against what was actually being done on the land; the first row of houses were OK, they were the ones visible from the main road so easy to see if corners were being cut, but the deeper into the site the more corners were cut, the lower the land and banks..... Result was the planning consent was revoked and the land had to be restored to its original profile at the expense of the developers. New developers took on the site, reduced the number of houses to be be built, raised the land & banks correctly. Next set of floods came a couple of years later, no flooding on that site, but more elsewhere - the water had to go somewhere and decided where.
