Well sadly the answer would seem to be yes if you didn't have some sort of disease testing of wastewater before then.

Australia and New Zealand have been doing regular sewage sampling at our treatment plants for many known infectious diseases since 1997 and the COVID component was added to the program back in early March of 2020 as soon as a test to detect it was produced.

I don't know all the things they test for here or at what stage, but since we treat sewage the output the the treatment is tested. One would think they test the input to know how well it is working. And Covid testing was started as soon as testing was available.
