Utah's new drunken driving law is paying off.

Deaths and crashes linked to drunken driving dropped almost 20% in Utah, the only state with a lower legal limit of .05, according to a new study.

The conclusions are a piece of encouraging news for highway safety, where the number of deaths rose at the highest rate ever recorded during the pandemic, despite fewer cars on the road, shorter distances driven, and more safety features in new cars.

The National Highway Transportation Safety Administration study looked at collisions in Utah, where in late 2018, the blood alcohol content legal limit lowered to .05 from .08.

It found crashes declined 19.8 percent and fatalities dipped 18.3 percent. The numbers are from before the pandemic, comparing 2016, the last full year before the new law passed and gained public attention, and 2019, the first full year under the .05 limit.

NHTSA concluded the change produced "demonstrably positive impacts on highway safety in Utah." It also claimed the concerns of the tourism and entertainment industries were not borne out: Sales continued increasing after the Utah law took effect, and "none of the potential negative effects of concern came to fruition."

Utah is the only state in the nation to set the red line below .08 grams per deciliter, which is standard nationwide. In some states, drivers exhibiting other indications of impairment can still face penalties.

The state had previously reported an average of 29.8 DUI arrests every day....

A Missouri bill that prosecutors and other opponents dubbed the “Make Murder Legal Act” won't become law after it failed to make it out of a legislative committee.

Proponents, though, said it would shore up what they see as weaknesses in Missouri’s legal standard for using deadly force and strengthen “innocent until proven guilty” protections into state law.

The bill has been linked to two cases that have captured national attention.

Mark McCloskey, the St. Louis man who gained fame when he and his wife were photographed outside their home in June 2020 pointing guns at Black Lives Matter demonstrators, testified in favor of the bill at a committee hearing this month.

McCloskey, now a U.S. Senate candidate, and his wife received a pardon from Missouri Gov. Mike Parson after pleading guilty to misdemeanor crimes.

A Democrat on the committee said the bill could position Missouri to exonerate killers such as those who murdered Ahmaud Arbery in Georgia. Three white men who claimed self-defense were convicted in the murder of Arbery, a 25-year-old Black man, and now face federal charges.

Under current Missouri law, someone who uses deadly force must prove they “reasonably believed physical or deadly force was necessary to protect him or herself.” Senate Bill 666 shifted the legal burden to prosecutors.....

Only a republican and member of that terrorist group the NRA could come up with that idea. A person with a beef with someone could technically invite that someone to their house and then legally murder them with that law. :-O
