There is, after all, the legal principle of non-retroactivity (I don't know the correct juridical term). A law cannot revise legal decisions that were in effect before it came into force. A new law should therefore only apply to newly elected District Attorneys, not to previously elected ones. The same is true for the jurisdiction of state or federal courts.
