Not forgetting you will need all the interface hardware, suitable operating system (probably not a "domestic" version of Windows/Linux) and suitable applications.

As Anandtech found when benchmarking the 3990X- if you have more than 64 threads in a system and running Windows you need Win 10 Enterprise (or Pro for Workstations) to take full advantage of them.
