The message is a bit misleading.
Basically, with zero credit & zero Recent Average Credit you are not allowed to post in the main areas of the SETI@Home forums, only here in Question & Answers.
To get credit you need to have established an account with SETI (which, as you are posting here you've already done), install and run BOINC on at least one computer, have that computer connected to SETI@Home and have run some work for SETI so you accumulate at least a minimum of both credit and recent average credit.

In your case you have created a second account with the same user name, but using a different email address:
The older one, created on 27 September 2019, user ID = 10856467, has enough credit & recent average credit to both post to existing threads and create new ones.
The newer one, created 30 November 2019, user ID = 10875496, is the one you used to ask your question, and this one has zero credit, zero Recent Average Credit, so cannot post in the main areas of these forum.

Different email address.
Just like 2 different people with the same name can live at different addresses.

Virtual box isn't needed for Seti BTW.
